Since your tagline shows the iPhone 15 and not one of the Pro models, then Genmoji is not available to you. In that case, the emojis you see on your device, and on devices from other manufacturers, are the same ones that have been approved by the Unicode Consortium. All device manufactures just adopt the latest set of emojis from there. If that were not the case, you could send a thumbs up emoji on one device and it could be seen as a thumbs down on another.
They are not pictures that are sent, an emoji is simply a character like you would see on the keyboard and that character needs to be the same across device manufacturers for compatibility. Bob Timmons has provided the link for you where new emojis can be submitted to the Unicode Consortium.
