I am trying to do home sharing from my PC to my Apple TV, but there does not appear to be a way to do it in A[[le Music only iTunes. I just got a new computer and switched everything to Apple Music and the Apple TV App on my PC, please tell me I don't have to switch everything back to iTunes to see my playlists on my Apple TV.

Unfortunately yes.
Home Sharing is not yet available through the Apple Music or Apple TV apps on Windows.
If you need to use it, you must continue to use iTunes, and for that you must uninstall all of the other Apple Apps, otherwise iTunes is limited in functionality when those apps are installed.
