Missing ''Allow photos access'' option for apps on my iPhone

None of my apps are allowing photo access. I have tried to change it in settings under ‘screen time’ and ‘Privacy & security’. It just says, apps that have requested to view your photos will appear here, but no apps are appearing. Also when I go into the settings page of each app, there is no option to allow photo access as shown in the photo below.
