If this third-party app was removed from the App Store, your best bet to contact the app developers to try to retrieve your data. Otherwise you can’t and the app will not be able to be redownloaded.

The developer can also remove an app at any time and are not obligated to continue support. They may choose to no longer pay $99 per year to have their apps available in the store or remove their own app for any number of reasons. If there is a problem with an App that violates the TOS for the App Store, then Apple notifies the developer of the app to give them a chance to make it compliant. That communication is between Apple and the Developer and the developer can disclose it if they wish, but that will not come from Apple.
Apps are not backed up, so that would not be a solution for you. If you delete an app, you cannot restore it from a backup, it would need to be redownloaded from the App Store if it is still available. If you still had the app and it is no longer working, then the developer is the only person that would be able to help. The app is not removed from your device when it is removed from the App Store, but support for that app may no longer be available from the developer.

Apple is not obligated to tell anyone before they remove an app from their App Store. If it violates their terms of service, they can abruptly remove it. And from what I’ve read, this app poses as a calculator app and lets users hide secret photos.

I suppose they definitely have that right as the TOS always gives Apple the option for immediate action as also seen with the removal of Apple Accounts. I can only speak for my experience where I had an app that crashed on certain devices and got an email from Apple that I needed to submit an update by a certain date to rectify the problem, otherwise it would be removed. The app was not removed by Apple and I had ample time to fix the app and submit an update. I also had the option to suspend the app from sale myself to avoid downloads that may have resulted in a poor user experience.
Also if I quit paying Apple $99/year for a Developer license, all my apps will be removed from the App Store. Users are not notified whether I have chosen to remove an individual app or decided to no longer be a developer that results in all apps removed. That is the agreement I have with Apple for App Submission and there is no agreement with Apple and any of my users to notify them of my actions.
Here are the rules that Developers must follow for apps to be accepted and also reasons why they may not meet the submission guidelines. It is entirely possible to have a violation missed in the review process that would be found later, and I would suspect a severe violation would be removed as opposed to the simple bug fix that I had experienced.

I am familiar with the functionality of the Calculator X app and don't see anything specific for an app that was used to hide pictures that would be a violation. There are other things that could be a violation, such as:
