How do I create a moving background on iPhone 16 Photos?

I have tried and looked everywhere. Just got a new iphone 16 plus. I took some pictures of my wife and daughter. I thought I was in the photo or portrait setting but when viewing them it was what looked like a short video with the background rotating around them but they were stationary. This wasn’t a video. The subjects were still images but the background was moving like I was rotate it the camera. Almost a ken burns effect but without the subjects moving. What setting was this and how to I duplicate it?
