Unable to log in to Apple Account due to verification code being sent to old phone number

i think i’m locked out of my icloud forever. i had 2fa on my old account and it had only my icloud and old number on it, i got a new number and tried to log back into it they sent a code to the old number, i clicked “can’t use this number” and they sent something to icloud that i cant login to if the 2fa is on and i can’t use the number. instead of using other verification methods, they only gave me one, and i need that icloud back badly i have so much personal and important stuff on it. i used my mother number for the recovery and i dont know if they are ever going to review it, or still even let me in. Please help me guys this is stressful. (I need to get in touch with apple personally?, i still have proof of it being my icloud, AND i have the number i just can’t do anything with it.)
