First Plug in a USB mouse so you can turn Bluetooth back on, the move your mouse to the top left corner and click on the Apple. Then move down a bit and click on System Preferences (Or System Settings on MacOS Ventura or later) Then Click on Bluetooth (it should have a blue "B" Symbol) Then Click "Turn Bluetooth on" (Or click the slider next to "Bluetooth" on MacOS Ventura or later) If it doesn't automatically connect (try moving it around and see if the cursor moves) find your mouse (Maybe, [Your Name]'s Magic Mouse, or Logitech MX Master 3S, depending on what Bluetooth mouse you have) and first make sure your mouse is on, then click connect. After that you should be good to go!
