Unable to change my iPhone language to Latvian

When I try to change it to Latvian, it just skips it completely and uses the last used language instead and says Latvian on top

Did my iPhone 14 Pro Max update reset my Portuguese language settings, and how can I fix it? I updated my iPhone 14x and after that when I try to type on any app in Portuguese it doesn’t- even tho Portuguese is selected as my second language. Before the update I could write in Portuguese and would be a smooth process even including my language written accents- now it’s a huge struggle because it does not recognize any Portuguese words. Constant correction needed. Did the software “forget” my previous usage of the language? I think so. Any suggestions? [Re-Titled by Moderator]
