Why does my iPhone ask to buy apps after software update?

So, I own three Apple devices. An IPhone SE, IPad, and a pretty old MacBook. Now I have two issues which I’ll address in this and I’d appreciate if someone could help. 1. in the past, downloading apps from the page where you click on your icon in the App Store and going to another family members account and downloading something never required ask to buy before, but now it randomly does?? I have ask to buy enabled for downloading apps regularly but I’m not sure what happened. This happened a few hours after I updated my phone and iPad. Also, does anyone else randomly have some features removed after a software update only to have them return again later?? Okay actually three things because also after the software update I haven’t been able to view the screen time reports from my MacBook through my IPhone, but I can still do it on my iPad. If anyone has answers I’d appreciate them.
