why is the apple store verification not working

So I've been trying to download a app from the app store and here is what happens:

I got to the app, I type password, then it says you haven't verified your apple account, I go to verify it, I type the code and it sends me to the homepage of the app store, I try again AND IT DOESNT WORK, ITS THE SAME CYCLE OVER AND OVER AGAIN, EITHER IT DOESNT WORK OR ITS TOO SLOW TO LOAD, AND ONLY AFTER I CLOSE THE APP STORE IT SHOWS THE VERIFICATION POP UP???

I am INCREDIBLY frustrated since I can't get work done with this unprecedented problem

Please don't shout at us by using all caps. We are just Apple users, like you, trying to help others in this community forum. You say the problem is "unprecedented." Does this mean

The iPad is new (or new to you) and will not allow you to download apps?
Or have you have had this iPad for quite a while and you were previously able to download apps ... but cannot now?

It sounds like you may have purchased this iPad from a third party - not Apple or one of their authorized retailers - and the previous owner did not sign out correctly.

Please answer my questions so we may help resolve the issue, or ar least point you in the right direction for a solution.
