Why does PayPal keep asking for payment validation on Apple Account?

I've been shopping with PayPal several times and each time it asks me to validate my payment method and usually the payment is made after a certain time but now it's been several weeks and I can't take it anymore and I did some research and I tried everything.

PayPal is not part of Apple so there is nothing Apple can do to validate this. Please contact PayPal for assistance. The link below may help.
