Who did you purchase the phone from? Do you know who refurbished it? If they didn't use an authentic Apple Screen on the phone, there's a good chance Face ID may never work on it. If nothing in the link H1290 provided helps, I'd return it for refund.

I would ONLY purchase a refurbished iPhone from Apple directly. When Apple refurbishes a phone, ONLY authentic parts are used and they come with a one year warranty, directly from Apple.
