Finder does not remember folder view settings for top level directories

I started using Sequoia only recently - before this, I was using very old computers, and thus I was several OS versions behind. Anyway, when I double-click a drive icon on my Desktop to open a new window, Finder does not seem to remember some or all of the settings for some of those windows. For example, with the internal drive, it forgets window size, window location, whether it's in icon or list view, whether or not the sidebar is supposed to be shown, item info, etc. - pretty much every setting. With one USB flash drive, it seems to remember everything except the Sort By setting. Folders other than those top level directories all retain their correct settings. This seems to happen with the internal drive every time I restart my Mac, and with the USB drive (almost) every time it is first plugged in, (I'd swear that one or two times it didn't happen, but I could be wrong about that). The same USB drive, when plugged into a 2018 13" Retina MacBook Pro running Mojave, always opens with the correct Sort By setting. Also, with some other external drives, and with another USB flash drive, this issue does not occur. I haven't tried deleting .DS_Store yet, and at least with the internal drive, it behaves as if .DS_Store gets trashed every restart anyway. I'm on a Mac mini M4 running Sequoia 15.4.1.
