iPhone 16e stuck on setup reboot DOES NOT FIX

Got a new iPhone, transfer wouldn’t work so decided to just set up independently it’s a new from the shop 16e 512gb but it’s stick on sign in.. the help says reboot the phone tried that several times now and it’s still stuck on Apple sign in the “back” option is greyed out and can’t do anything with it ..

old phone is one I’m typing on rn and is a 7 plus which is dying ..

and the 16e has been stuck on this sign into Apple for over a day and a half now ..

up vol , down vol, lock button restart DOES NOT FIX

still stuck on sign in and I can’t get to the shop to get help .. need a fix before my current phone stops completely like after the failed update all my apps are invisible now so have to use search to find stuff … really need this new phone to work esp since it’s was expensive but figured it was worth it .. well rn it’s an expensive paper weight :(
