Quick Start stuck on "Looking for nearby devices" and not advancing.

I am trying to setup my new iPhone 16 Pro Max Plus today. My current phone is iPhone 12 Pro Max Plus. I need to copy everything from from old phone to my new phone including apps, contacts, photos/videos, messages etc. The setup asks me to scan the QR code type circle for the Quick Start. Follow the on screen prompts on both phones, enter the passcode. The Quick Start setup then gets stuck on "continually looking for nearby devices" even though they are already talking. I have updated the new iPhone (it asked me to do this first up), I have also tried turning both off and restarting. Bluetooth and Wifi are turned on on my older phone, presuming they are both turned on on the new phone but can't get that far to check.

Any suggestions, tips or tricks?? Thank you!!

iPhone 12 Pro Max, iOS 18

Okay, so currently the transfer is in progress. Touch wood and fingers crossed.

In case this might help someone else, here's the details of what got me this far....

Back track to when I first turned the phone on, it immediately wanted to do iPhone updates. Did those as required. Then went down the Quick Start option and in enter the problems. After exhausting everyting I could come up with to attempt to fix the issue, I ended up resorting to a restart and restore factory settings. This seemed to change things up. New updates were not required to be installed and the Quick Start process has been similar but different, and the device did not get stuck on the "looking for nearby devices".

Here's hoping all goes smoothly from here.
