app store will NOT stop interupting games and apps for constant acceptance of spyware i refuse to allow! i have zero subscription i just want to disable or throw this phone away

That has nothing to do with "spyware." It's just the App Store Privacy policy. You must agree to it or you will not be able to use the App Store. When you accept it, what happens?

Those interruptions are not from the App Store. They are either from the game or app itself, or, if you're using a browser, from the website.
Get rid of any apps or games that do that. Save your sanity and buy games that aren't ad-supported.
