Hi! I think you should contact the developer of the app, as Apple can't do anything with this issue.
Developers submit their apps to the App Store. Once they are submitted and the developers chooses the price that they want to charge for the app, then Apple reviews it to make sure it is not garbage and then it will be available on the App Store. Depending on what price the developer chooses for the app, Apple will then pay them 85% of that price (if the revenue is less than $1 million) for every purchase.
