"Hello" not showing up when restarting the iPhone

I restarted my Iphone, no "hello" showed.

The Hello only shows when an iPhone is erased and setup as a new device. Just turning it off and on does not display the Hello screen.

That would only be expected on a Factory Reset where all data is wiped on the phone.

If that is what you did, what does it start up to. If you purchased the phone from a third party, it may not have been properly erased before sold to you.
