How to handle iCloud passcode requests for stolen iPhones?

My son had his iphone 11 stolen. The passcode for that iphone had 5 digits. When I'm trying to setup his new iphone and verify his new ipad - the icloud wants me to 'Enter Passcode for your other iphone' but it only gives me a 4 digit option. What can I do? this is very stupid programming flaw on apples side....

This is not possible. Passcodes are either 4 or 6 digits long. There is no 5 digit passcode for an iPhone. Alphanumeric passwords can be any length though.

The passcode screen knows what passcode its expecting and how long it is, it will not ever give you a length that is not specific to the passcode its expecting, so either, you are mistaken about what passcode its asking for, or the older phone or iPad does have a 4 digit passcode, not 5.
