iPhone 8 won't start due to insufficient storage and 'wait' spiral icon

I phone started showing the "wait" spiral icon on screen until the APPLE icon appeared ... but would not start up again..

iPhone 12 Pro Max is taking FOREVER to restart! I tried opening an app up, but it wouldn't work properly. I noticed that my phone was very hot and some of my app thumbnails were gone as well. Naturally, I decided to restart my phone. It's been over 30 minutes since trying to restart my phone, and it seems to be stuck on the blacked-out screen with the Apple logo. Every now and again, the apple will disappear for roughly 1-2 seconds and reappear but that's all. I've tried restarting again with no luck. Please help me.

Put the phone into recovery mode and restore iOS using your computer.
