A few things you can check to make sure all is set up correctly for this to happen:

  1. Ensure both your iPhone and iPad are signed in with the same Apple ID for iMessage
  2. Enable Phone Number on iPad: On the iPhone, go to Settings > Messages > Text Message Forwarding and ensure your iPad is listed and toggled on. On the iPad, go to Settings > Messages > Send & Receive and ensure your phone number is checked under "You can receive iMessages to and reply from". If it's not listed, you might need to sign out and sign back in.
  3. Sign Out of Other Accounts: If your phone number is associated with another Apple ID, sign out of iMessage on any device using that other Apple ID. You can do that under Settings > Messages > Send & Receive, tap the Apple ID, and select Sign Out

Please note that Apple ID is not called Apple account.
