I push the microphone icon and speak. The word No appears not matter what I speak.. I'm an experienced user and have tried all of the troubleshooting steps outlined by apply except factory reset.

I called Apple Tech Support. The first call didn't resolve the problem. The second call did. I had Grammarly with access to the microphone. Turning that off solved the problem.

I restarted it a couple of times with no change. I turned it off last night and turned it back on this morning. It is working normally now.
I'll update if there are any changes.
David Brewer, I was curious about your post. Is there a chance that the voice recognition went wonky?
Update: I updated the iOS to 18.5 and dictation has been working normally.
Have somebody else try using dictation on your iPad and see what the outcome is… no you haven’t been hacked.
Dictation worked correctly all day yesterday. However, this morning, there was no response at all. I had another person try it but no response.
I've restarted multiple times in the last few days and the software is up to date.
I guess a factory reset is in order. Sigh.
