I've had this problem before, but when I went to search for a solution couldn't find one. And I figured it out on my own. It is this: Tap Reset Face ID - this button transforms to Set Up Face ID, and Turn Passcode Off turns blue again.

Just wanted to add to your great response, same thing if there is a corporate exchange account installed on the device.
