why cant i tap on anything in my appstore profile? i can only tap on the user profile, but the options below it are greyed out, like country/region, i tapped on it but nothing showed up. fyi i do not have any "account changes" restrictions on.

You cannot change your country/region in the App Store. It has to be changed in your Apple Account and is a complicated process. See the instructions in the link below. Please know that changing your country/region may affect your apps if they are not licensed in the new location.
