How do I fix error code ERR0093-WS when updating my Wi-Fi calling address on iPhone?

I am unable to update my emergency address for wi-fi calling. Every time I try to verify my updated address I get the error code ERR0093-WS.

IOS error - Unable to Verify Security Response - Trying to Install rapid response security Update 16.4.1(a) Trying to manually install the new IOS Security Response 16.4.1(a). Getting Failure message - "failed verification because you are no longer connected to the internet". This makes no sense whatsoever. I am feet away from my WIFI router. Apple needs to rethink their error messages. It gives a Retry button and a Reminder Me Later button. Retrying doesn't work. I tried powering on and off my Iphone SE2. I tried rebooting. I tried resetting network connections. Does the iphone need to download this from the cellular provider?

This error seems to be an issue with the cellular plan or carrier-related provisioning.

Check with your carrier.
