I bought a new iPad. Trying to wipe my old iPad to sell it. I’ve gone through the steps several times now. Doing a full reset. Erasing all content and settings. It finishes. The iPad restarts. And it’s all still there. Photos. Wallpapers. Music. Apps. Everything. How do I fix this.

You can go to settings hit general and go down to reset or transfer and choose what you want to do from there, but turn off find my and sign out of iCloud first if you are ready to sell the device.
Any restrictions set up on the device, is a profile installed or is it a managed iPad?
Are you using a VPN or Firewall that might keep the iPad from contacting Apple Servers?
