If the phone is Snapchat banned, that has nothing to do with Apple, nor can anyone on this forum help you. You'll need to reach out to Snapchat directly. Jeff Donald's advice to return the phone for refund if it's a used phone is good advice. Snapchat rarely reverses bans on phones which have been banned.

If you are saying that you bought a phone from someone online and the phone is banned, you own a banned phone if you cannot return it for a refund. SnapChat will never work on this phone.
I'm sorry, but Apple is not involved in any way with this situation. If you want to try to get the ban removed, your only chance is to contact SnapChat. I would be amazed if they remove the ban though.

It sounds to me like the seller knew that the phone was banned by Snapchat. Perhaps they are the ones who got it banned. They had a "clever" idea of how to evade the ban by dumping their problem on an unsuspecting buyer … and using that buyer's money to get themselves another phone that isn't banned.
You are stuck with a phone that you likely will NEVER be able to use for Snapchat – and there is nothing that we or Apple can do about it. If the seller knowingly sold you a phone with this problem without telling you about it - and then blocked you afterwards – you got scammed.

If this ban is assigned to the iPhone, then I’d assume it was never factory reset by the seller. This is the site the seller should have used prior to selling it to you: What to do Before you Sell, Give Away or Trade in your iPhone or iPad – Apple Support. The seller should have own better.

Yes, indeed, someone who willingly parts with an iPhone should follow the procedure outlined in Apple's Support document. That will clear the phone of their personal data, ensure that it is not Activation Locked, and make the phone ready for a new owner to set up as their own.
Doing a factory reset will not clear a Snapchat device ban. The iPhone will still have the same unique hardware identifiers as before, identifiers that Snapchat can (and will) use to enforce their ban.

Now you know why they sold the phone. Buying a used iPhone from anyone you don't know personally, is risky at best. You are stuck with the phone then. And Snapchat won't likely unban the phone. Absolutely NO ONE here, nor at Apple can help you with this.

I believe that in this context, "they" is the person who sold the phone. (It is common for marketplace or social media sellers involved in scams to "disappear" or block communication from buyers once they have a buyer's money firmly in hand.)
If it's any consolation, the seller may find that Snapchat is every bit as willing to ban their new phone, as Snapchat was to ban the phone unloaded on you.

Did you read the Authors post where they said the seller has disappeared? Clearly not. And resetting the phone will NOT remove a Snapchat ban. So you missed on both suggestions.

You clearly missed the Author's post where they said the seller is no longer responding and can't be found. Please tell us how they can perform a return on a private sale, where the seller has completely disappeared? It really wouldn't hurt you to pay a bit more attention before making a suggestion.
