How do I resolve end-to-end encrypted data issue on new Mac without an iPhone passcode?

I got a new laptop I was able to log into my apple account fine but my laptop has 2 settings notifications that are annoying. both have to do with verifying my account. in order to do so it asks for my iPhone passkey but I don't have one. I tried using any possible passkeys I could use and nothing works. if I click on "don't remember" it doesn't give the option to reset or any other option... the msg that shows says exactly this: "If you can’t remember the passcode for the iPhone “---- iPhone”, you can still sign in but your end-to-end encrypted data will be temporarily unavailable." how can I fix this bc the notifications are bothering me since they won't go away until the issue is resolved

Ah! I misunderstood your original post as to say you didn't have a passcode on your iPhone. Sorry.

Well then, have you removed the iPhone from your list of Trusted Devices in your Apple Account?
