When clicking the Mac Hard Drive icon a window opens showing only top level folders i.e. library, users, etc.
I want all folders on the hard drive to open

Change your View from List to Columns.
You’ll find the options in the tool bar of the Finder window.
You need to go to users, your user name, and then you will see all the folders.
Otherwise, you can do as another commenter suggested and switch to column view
I meant to appear not open. This was used to happen until I must have done something to cause only the top level folders to appear
