I have two icloud accounts, which makes it difficult to use both at the same time.
we can call account A and B
should I log in to A on the iphone and B on the ipad? it will be different apps and things will sync.
so or should I log in to both the ipad and iphone on the same icloud account?

In most cases it is advisable to have only one Apple Account and use it for everything including iCloud, App Store, this forum, etc.
In addition to other reasons, it makes it possible to sync most things (e.g., Contacts, Photos, Messages, etc) between your devices (if you want to -- you can turn syncing on/off on each device for each thing).

You should have always had one Apple Account. Now you’ll pay for this mistake with some added complications.
