Why am I being billed by APPLE.COM BILL CA CUPERTINO US every month? What's going on? I've already checked my subscriptions and I don't have anything under that name.
Every month I am billed 6.99 under the name APPLE.COM BILL CA CUPERTINO US and I have nothing purchased under that name.

Apple isn't billing you. That's one of many scam charge lines used by the same crooks.
Your credit card has been compromised. Have your credit card company cancel it immediately, and send you a replacement card. Also see if they can reverse any of the charges.
