Why doesn't the iPhone 13 support Action mode despite similar camera hardware to the iPhone 14?

I’m disappointment that the iPhone 13 does not support the Action Mode feature, despite seemingly possessing similar camera hardware and capabilities as the iPhone 14 models that do offer this functionality.

Both the iPhone 13 and iPhone 14 share the same Main camera sensor with sensor-shift optical image stabilization and Photonic Engine. Given these similarities, I'm curious about the technical reasons preventing the iPhone 13 from supporting Action Mode.

I believe many iPhone 13 users would greatly benefit from this feature, which significantly improves video stabilization for action-packed scenarios. Understanding the limitations or the potential for future inclusion would be greatly appreciated.

It is marketing, makes you think about an upgrade.

They brought out a dud 16e to make you say "for $200 more I can get a good iphone"
