Sorry, updating to iOS 16 is not possible.
The iPhone 7 originally ran iOS 10, and it got five major iOS updates. You can update an iPhone 7 to the latest release of iOS 15 – currently iOS 15.8.4.
You cannot update, and will never be able to update, an iPhone 7 to iOS 16 or higher. If you need something more recent than iOS 15, it is time to purchase a new iPhone, preferably an iOS 15- or 16-series phone which can run iOS 18 and is likely to have years of updates ahead of it.

The App Store description of WhatsApp Messenger says that it requires iOS 15.1 or higher, so updating to iOS 15 should be enough to let you run that app – for now.
