iPad stuck on the software update loading screen

I deleted/offloaded a few apps to update my ipad. Long story short, i've been stuck on the software update loading screen for a while and decided "screw it, it was just fine before, it doesn't matter." I try to redownload my apps and nothing is happening. they dont even buffer, it just accts like i didn't press anything. I go onto the app store, and it says I have to repurchase procreate. Mind you, I deleted everything except for procreate! extremely confused on why my ipad won't let me redownload any apps, or even download new ones, this has never happened to me before.


in case it matters, i have a 2019 7th gen ipad, 32gb.

First, purchased Apps are permanently tied to the Apple Account (AppleID) that was used to purchase the App. If you are using a different Apple Account, you are effectively a different User. Unless previously purchased Apps have been "shared" by the original Apple Account (using Family Sharing), Apps must be purchased again before they can be downloaded/installed.


Be aware that compatible Apps can only be re-installed while they remain available. Older Apps may have been retired or withdrawn by the associated App Developer or by Apple - and once withdrawn, can no longer be reinstalled. This has implications for re-installing offloaded Apps, or Apps that have been deleted from a device.
