Do you mean the Siri voice?

Go to Settings > Siri (or Apple Intelligence & Siri). Tap Voice, then choose a different variety or voice.

The Siri voice should be the voice you've selected for your iPhone as WhellieNick correctly points out. But from my research, the voice which announces calls isn't user selectable, if that is what you're asking.
