How can a customer report stolen content in apps to Apple?

I am writing this in hopes of find out if there is a way a customer can send a complaint to apple about Stolen copyrighted intellectual content. In the last year I have found certain chapter apps are stealing from independent authors and from other app and now kindle books as well. ( confirmed through conversations with authors)An author I spoke with yesterday after finding her kindle book stolen said she has emailed the app developer / developers and while they take the book down it is back up on the same apps within weeks. And as a customer I do not want to pay for something that is clearly stolen. So can a customer send in a complaint about apps that are stealing?
