How do I request a refund for an in-app purchase in Bus Simulator: Ultimate on iPhone?

Hello, I made a $2.99 in-app purchase in the game "Bus Simulator: Ultimate," but I didn’t receive anything. I tried to request a refund, but the option doesn’t show. Can you help me?

In app purchase refund I was charged $99.99 FIVE times on the same day in a game app. All Apple will tell me is Not Eligible for Refund. Even the App support says it is obviously incorrect. Apple Customer Support was very nice but can’t provide an answer. I never pay more than an occasional few $ for in game purchases. I’m not about to let $500 go but can’t get any resolution. I’m so frustrated!!!
