Why does my iPhone show hotspot battery use when I haven’t turned it on?

Iphone 14 plus, IOS 18.4 (22E240), Model # MQ413LL/A


Here is my issue:

When looking in my battery usage I found that my hotspot was quote on quote "turned on" by itself while I was at work. I have no devices that know my hotspot password except for my Playstation 4, which is at home. What I would like apple to explain, is why my hotspot is showing up under battery usage when I have not enabled it. Additionally "Family Sharing" is not enabled and under hotspot, "allow others to join" option is turned on. I have no devices nearby that know the Password to my hotspot connection. If anyone else is experiencing this issue or finds a solution please add your comments below! Thank you kindly!

Go to Settings/Personal Hotspot and turn OFF Allow Others to Join. If it is on it “listens” for devices to connect.
