How does the 90 day cooldown between switching apple ID work?

If I switch from one Apple ID on the App Store to another, will I have to wait 90 days? I want to sign in to the App Store with a different Apple ID but I don’t want to be locked out of the initial one for 90 days. I’ve seen some people say there’s a 90 day cooldown, others not. So how does the cooldown function?

It happens when people try to redownload content or stream music from another account, and doesn't apply to new downloads or just signing in.

See Authorization vs. association - Apple Community for more on the topic. If you do a thing that requires association with an account that isn't already associated on that device, then the device needs to be associated with the active account, which can only happen at least 90 days after the last association. You will have difficulty updating apps from multiple accounts.
