I bought a gift card to the fire department, it was written that it would be delivered within 1 hour. more than 1 hour passed and the gift card did not arrive

Was it purchased on the Apple website or through the App Store app? In both cases there is an option to resend the Gift Card or you may want to verify the email address where it was sent. Contact Apple directly here for additional support.
