Charging iPhone 13 and Apple Watch Series 10 simultaneously

I use a MagSafe charger with a USB-C cable to charge my iPhone 13. I also use an Apple Watch charger with a USB-C cable to charge my watch. I can use a single-port USB-C charging block with each without problem; however, if I use a 20W or a 40W multi-port charging block (USB-C ports) I cannot charge both at the same time. I can connect the MagSafe charger and the phone will begin to charge, but if I then plug in the watch the phone stops charging. It would appear that a 40W charger should be more than enough power, but apparently not. Can anyone explain why?

Here is an update. I bought the Apple 2-port USB-C charging block which, as was previously noted, is 35W. It will charge both devices simultaneously so the issue is with the non-Apple charging block that I got from Amazon. Even though it is rated 40W it won't charge both devices simultaneously.
