iphone 12 keeps turning Live photos back on

iphone has repeatedly been set by me to Live Off and to Preserve Settings On. It still keeps turning itself back on at random intervals (despite the Preserve Settings still being on). Have tried reboots, and am always on latest iOS - no help.

iphone 13 can’t turn off live photo On my iPhone 13. No matter what I do my camera keeps taking live pictures. Preserve settings does not work, it did for a short time but then live turned back on by default every time, ignoring the preserve settings. thats been the case for a while, since then, nothing changed, no setting, no update or anything, but for no apparent reason it seems to have gotten worse because even if I turn off Live Photo in the camera, it still takes a Live Photo. Its just ignoring the setting altogether and always taking a live pic. I really want this to stop. It’s annoying to be ignoring settings.
