Why are my iPhone's custom SMS replies going to the wrong number?

When receiving a call from someone and i decline with one of the custom iPhone messages, they never receive the message. If i go into my messages (looking for message i supposedly sent to them), it is there but sent to the number with an international prefix of Poland (+48).

So instead of an Portuguese mobile number (eg: 911234***), it sends to +48911****. They never get it because the number (with the +48) doesn't really exist. It happens to anyone that calls and i reject and try and use the custom sms reply.

I been in Poland using roaming of my Portuguese eSIM, in a iPhone 14 Pro Max, and since January I have this issue.

Looks like a bug since iOS 18, because I been in Poland before and after come back i never had this problem, with previous iOS versions (< 18.0).
