VoiceTrigger and SAT in user folder - in my MacBook Pro Trash and can't delete

In my trash there is User folder I didn't create and within that is a Library folder followed by a Voicetrigger folder with SAT file. I can't delete it. How do I remove this folder.

The file is named Delete and it has the following folders within it. When choosing "Delete Immediately" I get the following dialog box. I input my password, then click OK. How to find a folder that is described as in "/Users/"? MacBook Air M2 15.0.1 I installed new software for ScanSnap iX 1600. The automatic message says it is in a "Users/" folder followed by my name. I don't know how to find this folder on my laptop. Please help.

Can I safely remove a folder from the user library of my Mac? I'm cleaning up old apps to clear space in preparation to migrate from Mojavi to Monterey and came accross a large folder (526 megs) in the user library of my system: Macintosh HD>Users>Greg>Library>Application Support>Arcode As this folder is in the Application Support folder of my user (all the other folders here are apps that are currently on my machine, or have been in the past) I suspect this is leftover from an old program that I've since deleted – so old that I don't remember. When removing programs, I usually use an application like CleanMyMacX, which removes the app and its most of its remnants, but not always everything. I've searched my Mac for any reference to Arcode with no luck. I've also tried to track Arcode on the WWW, and again turned up bupkis. My question is this: can I safely remove this folder? It's over half a gig, and I'd like to recover that space if it's not contributing anything. I know messing in the system can be dangerous so I thought I'd ask those hopefully wiser than I before making a mess... (And to be clear, this folder is in my user library, NOT in the Macintosh system Library.) Thanks in advance. [Re-Titled by Moderator]

Some things are more cooperative after a Restart.

If those items were installed, they are part of the running instance of MacOS, and can't be removed. After you Restart, the new instance of MacOS does not include them, so they are free to be emptied out of the Trash.

I have restarted them multiple times and they are still there. They are grouped under a user name I didn't create, is there a way to delete the user name? I went to users under system preferences and its not listed there.
