How to remove a scammer's Apple ID from an iPhone that is Activation Locked?

I'm writing to you because my little brother has been scammed. A stranger convinced him to sign in with their Apple ID on his personal iPhone. Now the device is locked with Activation Lock and we cannot remove it.

We tried contacting support, but nobody helped us yet.

Please, help us remove the scammer’s Apple ID from the phone. My brother has proof of ownership — the box, the IMEI number, and his own Apple ID account.
