If you do not have a carrier, you do not have Wi-Fi calling. You can contract with a carrier to obtain service.

If you do have a carrier, your carrier may or may not provide, or may not support Wi-Fi calling. Contact your carrier.

If you don’t have or don’t want a carrier, you can use Apple iMessage Messages app to chat with other Apple users, or can install another chat app.

Your title says WITHOUT CARRIER. Since Wifi Calling is a feature provided by carriers, not having one would mean not being to use Wifi Calling.

Contact your carrier to see if they support Wi-Fi calling, and if needed troubleshoot this issue.
