Why is my iPhone 12 Pro Max won't call certain numbers?

Good morning , we recently got back from Italy and since we have my phone has been acting up.. Some numbers it lets me call and other numbers it won’t and on all of them it says PE then the number .. how do I get my phone to work correctly again.. I have a iPhone 12 plus pro if that helps
