How to permanently disable Live mode on iPhone camera despite preserve settings?

Even with Preserve Settings on, camera keeps switching back to Live mode. How do you permanently prevent that?

On my iPhone, I have Preserve Settings enabled and live is never active as I don't use it. But it is counterintuitive to turn it off. You have to turn it ON in Settings > Canera > Preserve Settings > Live Photo (make sure the switch is green - On), then open the Camera on your iPhone and tap Live where you'll then see it off with \ through it. Once you see it that way, don't touch it again and it will stay off.
