Can I see someones focus status if I'm blocked?
If someone’s blocked your number, will you be able to see there focus status?

Yes. I just tested it. In addition to blocking someone, you can choose not to share your Focus Status with them.

No. But even if you weren't blocked, you are not privy to anyones status at all.

OK. I don't share my focus status with anyone. But if the person who blocked the Author turns that off, they won't see their focus status.
Agreed. I meant if they were to share Focus status, the blocking wouldn't change anything regardless.

Here is the word from Apple regarding a blocked contact:
The person you block doesn’t receive a notification that they’ve been blocked, and you can still call, message, or email a blocked contact without unblocking them. However, if you were sharing your location with them, they do receive a notification that you’ve stopped sharing your location after you block them.
Blocking a contact in Phone, FaceTime, Messages, or Mail blocks them across all four apps.

Regarding calling a focused number:
How Do I Know If Someone Is Using Focus Mode?
If the person has Share Focus Status enabled, you will see a message in iMessage indicating they have notifications silenced.
Bottom line - if a person has blocked you and is not sharing focus status, then as Lobsterghost1 said, you will not see if you are blocked or if they are using focus.
When you tap Learn More in Settings for Focus Sharing, it says:
When you give an app permission, it can share that you have notifications silenced when using Focus. For example, Messages lets your Contacts know you have notifications silenced.
If you do not want to share with anyone, turn it off. Otherwise as stated, it will be shared to the people that are in your Contacts. Remove the person from your Contacts and they will not see that you have notification silenced.
If you think that behavior should be different or include more options, then send feedback to Apple here:
