How do I unlock a locked Apple Account after entering the wrong phone number multiple times?

Re: My mom bought a new macbook , when signing in to her Apple account she wrote the wrong password and was locked out, she tried to verify the account and was asked for a phone number, she entered the correct phone

number but got a message that said “you have entered the wrong phone number many times, try again later” even though the number is correct, how long should we wait for before we try again ,is there a way to

unlock it? All of her work is on the account, and if anyone from support contacts me , I can prove that the account does belong to her.
